The simple answer is no.
Many general proofs can be found in this article I’ve previously written.

Anas ibn Malik reported: The Messenger of Allah, peace and blessings be upon him, arrived in Medina during two days in which they were celebrating. The Prophet said, “What are these two days?” They said, “We would celebrate these two days in the time of ignorance.” The Prophet said, “Verily, Allah has replaced these two days with two better days: Eid al-Adha and Eid al-Fitr.”

Why would you, as a Muslim, want to celebrate Halloween? It’s a pagan holiday.
The ancient Gaelic festival of Samhain, which occurred on November 1 but kicked off the evening before, is considered the earliest known root of some of our secular Halloween traditions.

People dress up as witches, magicians, devils, in immodest and evil ways and so on. The simple reality is we want to be people of Jannah. So should we follow the way of the people of Jannah or the way of the people of Hellfire? Can you imagine the prophet and the sahabah dressing up going door to door begging for candy? or decorating their houses with pumpkins, ghosts, spiderwebs giving out candy? It’s very simple and obvious that this is an evil day, that no Muslim should take part in.
Muslims are people who follow the way of Allah and His messenger. We don’t follow the way of fools who cannot define what a woman is, who are unsure if there’s a God, or think God is a man, who argue over whether killing babies should be allowed or not, who drink alcohol, fornicate, watch and endorse pornography, celebrate sexual deviance and the list goes on. Do we really want to follow these people in their celebrations? Allah has given us 2 blessed celebrations and we should follow those. If you want candy, then go buy some from the store, or get some on our 2 Eids.
May Allah protect us and preserve us from such open and obvious evil. Ameen.
